Peace does not begin with a handshake at the signing ceremony of a peace agreement. It begins with negotiations between enemies. The Peace Observatory offers the most comprehensive global dataset on peace negotiations, capturing nearly 10,000 rounds of talks and over 3,000 agreements in 1,300 armed conflicts worldwide from 1989 onwards. While peace agreements often grab the headlines, this project shines a light on the long, complex process that leads there. Each negotiation round is coded as a distinct event with information on its timing, issues discussed, participants, mediation efforts, and outcomes – all supported by referenced source material. With this dataset, users can examine the sequencing of peace processes, compare negotiations across conflicts, and gain crucial insights into how peace is made.
